SIGNIFICANT CHANGES IN THE IBC: 2015 to 2021

This course covers significant changes to the International Building Code from the 2015 edition (referenced in Vermont’s current Building Code) to the 2021 edition which will be incorporated in Vermont’s forthcoming 2022 Building Code. Vermont’s Building Code excludes IBC Chapters 8, 10, 11, 13, 27, 28, 29, and 33. Accordingly, this course will exclude those chapters and focus on the chapters that are used in Vermont.
The course learning domain will be cognitive at the application level. Several small group and individual activities will be included to evaluate learning.

At the end of this course you will be able to:
- Identify significant IBC changes from 2015 to 2021.
- Explain the changes’ intent and application.
- Apply the changes to sample buildings.
- Explain the areas of reference for IBC and NFPA in VT Building Code
Presenter
Rob Neale leads Integra Code Consultants, a Maryland-based firm that provides construction code consulting, plan review and training. Previously Rob ICC’s Government Relations Vice President for National Fire Service Activities as well as Deputy Superintendent for the United States Fire Administration National Fire Academy in Emmitsburg, MD. For six years Rob managed the National Fire Academy’s Technical Fire Prevention curriculum including fire inspection techniques, prescriptive and performance-based fire and building code interpretation and application, fire protection systems function, design, installation and standards, and plan review for fire inspection personnel.
Rob has more than 30 years experience in Washington state municipal fire protection as a fire chief, fire marshal, and fire fighter. He served as charter member of the National Fire Protection Association Technical Committee No. 1037 for "Professional Qualifications for Fire Marshal," and represents the United States Fire Administration on the Underwriters Laboratories Fire Council. He graduated from the Center for Homeland Defense and Security master’s degree program at the Naval Postgraduate School. He holds a bachelor’s degree in Liberal Studies from Western Washington University.
